The airport concession recovery fee (also called the airport concession fee or ACF) is a surcharge rental agencies pay to operate on airport property, passed directly to the customer. It is typically 11.11% of the base rental rate. It appears as a separate line on the receipt below the daily rate subtotal and is fully taxable. Renting off-airport avoids this fee but requires transportation to the rental location.
