What is the vehicle license fee on a car rental receipt?

The vehicle license fee (VLF) is a per-day charge covering the rental agency's cost of licensing and titling its fleet in the state. It is typically $0.50–$1.00/day and appears as a mandatory line on every rental receipt. Unlike the airport concession recovery fee which only applies at airport locations, the VLF applies at all rental locations: airport and neighborhood.
