Utility Bill Receipt Generator
Create utility bill receipts for electric, gas, and water service with meter readings, usage charges, base service charge, and layered regulatory fees. Widely accepted for address verification by DMV, banks, and employers. Free. PNG or PDF.
Utility bill receipts include the utility company name, account number, service address, billing period, meter readings (current and previous), usage in kWh or therms or gallons, base service charge, per-unit rate, fuel adjustment surcharge, regulatory fees, sales tax (in states that tax utilities), and total. Common monthly bills range from $50-$200 for electric, $30-$100 for gas, and $40-$100 for water. Receipts serve as proof of residency for ID applications, lease applications, voter registration, and federal benefits.
How a Utility Bill Is Structured
Utility bills build from two main components: a base service charge (fixed monthly fee for maintaining the connection) and a usage charge (meter reading difference multiplied by the rate per unit). For electric bills, usage is in kilowatt-hours. For gas, it is therms or CCF. For water, it is gallons or hundred cubic feet. Delivery charges, which cover infrastructure maintenance, are calculated separately from the generation or commodity charge.
On top of those two core charges, utility bills add regulatory fees: franchise fees paid to the city, public benefit fund contributions, state commission fees, and sometimes a fuel adjustment clause. Each appears as its own line because state regulations require transparency. The total of these fees can add 10 to 20 percent to the base charges. Utility bills are also among the most widely accepted proofs of residence for government, banking, and employment purposes.

Utility Bill Receipt: Frequently Asked Questions
Why does the receipt show meter readings?
Utility bills show the start and end meter readings so customers can verify their usage independently. Usage equals end reading minus start reading. This transparency is standard and many state regulations require it. The template prints both readings prominently in the billing detail section.
What are regulatory or franchise fees?
Utility bills include several regulatory charges: franchise fees paid to the city, public benefit fund contributions, meter rental, and state regulatory commission fees. Each prints as a separate line. These amounts are set by the utility commission or municipality, not the utility company itself.
Can I use this receipt for address verification?
Yes. A utility bill is one of the most widely accepted proofs of residence for DMV, banking, employment, and government applications. The template includes the service address, customer name, and billing date, which are the three fields typically required for identity and address verification.
Is the utility bill taxable?
Most states tax residential utilities at a reduced rate or exempt them entirely from general sales tax. Some states apply the full rate. Business utilities are generally taxed at the standard rate in most states. The template applies the state-appropriate treatment when a state is selected.
How are multiple services on one bill shown?
Combined utility bills (electric plus gas, or water plus sewer plus trash) show each service as its own line group with separate usage and charges. A single total prints at the bottom. The template supports up to four services per combined bill.
Can I include a past-due balance or late fee?
Yes. Past-due balance prints at the top of the bill as a prior balance line with the amount owed. A late fee line adds the penalty (typically 1.5% of balance or a flat $5 to $10). The current charges and total due lines combine current with prior balance.
What is the difference between usage charges and delivery charges?
Usage charges reflect the actual electricity, gas, or water consumed at the metered rate. Delivery charges (also called distribution charges) cover the infrastructure cost of transmitting the utility to your home through lines and pipes. Both appear on most utility bills and are calculated separately, even though the utility company often handles both.
Can I use a utility bill as proof of residence for a visa or immigration application?
Yes. Utility bills are widely accepted by US Citizenship and Immigration Services and foreign consulates as proof of residence. The bill must show your name, current service address, and a recent billing date. The template generates a document meeting these requirements and is downloadable as a PDF.
