Heating costs by fuel
Each state's winter with each of the four fuels, at the latest prices, including sales tax where it is charged. The use figures are EIA's averages for homes that heat with that fuel, so a cell says there is no figure where EIA's survey has too few such homes in the state: 33 states for heating oil, 8 for propane and 1 for natural gas. The fuel marked "most common" is the one the most homes in the state heat with. The numbers in brackets point to the source list below.

Sales tax on home heating by state
The sales taxes a home in each state's largest city pays on each fuel, with the law behind each. 5 states have no sales tax at all. A tax that applies only part of the year or only to part of the bill is noted. Natural gas rates are listed, but the receipts add nothing for gas, because EIA's gas prices already include every tax. Other taxes on energy bills, such as city utility users taxes, are listed in the methodology and left off the receipts.

State highlights
What a winter of heat costs in six states, at the default settings
Hawaii
Cheapest winterHawaii homes heated with electricity use 423 kWh for space heating in EIA's survey, the least of any state, so even at 48.00 cents a kWh, the highest electricity price in the list, the winter costs $203.04. Hawaii's general excise tax does not apply to electricity sold by a regulated utility.
New Hampshire
Most expensive winter37% of New Hampshire homes heat with oil, the most common fuel there, and EIA's survey puts their winter at 521 gallons. At $6.03 a gallon that is $3,143.19, the most in the list. New Hampshire has no sales tax.
Maine
Heating oil statesMaine, Vermont and New Hampshire are the only states where heating oil is the most common fuel, and they are the three most expensive winters in the list. In Maine the 445 gallons cost $2,681.57, and the state exempts home heating fuel from sales tax.
Arkansas
Most sales tax on the billA home in Little Rock heated with electricity pays 8.625% in state and local sales tax, $46.24 on a $536.23 winter, the most tax on any state's default receipt. The rate is made up of the Arkansas sales tax of 6.5%, Little Rock city sales tax of 1.125% and Pulaski County sales tax of 1%.
Minnesota
Tax that stops for winterMinnesota taxes home electricity and gas at 9.025% in Minneapolis, but not in the billing months of November to April when the fuel is the home's main heat. A gas-heated home's winter there comes to $1,085.18 at the latest price.
New York
City tax on every fuelNew York State exempts home energy from its own sales tax, but New York City charges its 4.5% local rate on home electricity, gas, heating oil and propane. A gas-heated home there pays $1,397.96 for the winter.
Frequently asked questions
What is the cheapest state to heat a home?
With each state's most common fuel at the latest prices, Hawaii is the cheapest at $203.04 for a winter, then Arizona at $217.77 and Florida at $230.26. All three heat mostly with electricity.
What is the most expensive state to heat a home?
New Hampshire is the most expensive at $3,143.19, followed by Vermont at $2,749.75 and Maine at $2,681.57, the three states where heating oil is the most common fuel.
Which fuel is cheapest to heat with?
Across the states with a figure, the median winter costs $483.91 with electricity, $1,014.23 with propane, $1,123.96 with natural gas and $2,681.57 with heating oil at the latest prices. EIA's state averages count every home that uses a fuel for heat, including homes that use it only as a second source. Nationally, homes heated mainly with electricity use 3,248 kWh for space heating, against 2,484 kWh across every home that uses electric heat.
Which states charge sales tax on home heating?
19 states add sales tax to electricity for a home heated with it: Arizona, Arkansas, Colorado, Georgia, Indiana, Kansas, Louisiana, Maine, Michigan, Nebraska, New Jersey, New Mexico, New York, North Carolina, Oklahoma, South Dakota, Texas, Utah and Wyoming. 24 tax heating oil and 22 tax propane. 18 states charge sales tax on home gas, which EIA's gas price already includes.
Why does natural gas cost more at the latest prices than in January?
EIA's latest monthly gas prices are mostly for July 2026, when homes use little gas and fixed charges are spread over less of it. Across the 50 states the latest price per thousand cubic feet is a median 85% above January 2026's. In Oklahoma, for example, it is $39.23 against $10.78, so a gas winter there costs $1,682.97 at the latest price and $462.46 at January's. The page's price control switches gas and electricity to January 2026.
How does this compare with EIA's winter forecast?
EIA's Winter Fuels Outlook expects the average U.S. household heating with natural gas to spend $640 this winter (-9% from last winter), with electricity $1,196 (+4%), propane $1,246 (-3%) and heating oil $2,115 (+21%). Its figures are forecasts by region from October to March, so they are context for this page, not inputs to it.
Our Methodology
Homes, fuels and sources
- The home is a typical occupied home in each state that heats with the fuel shown. Its winter use is EIA's average space heating use per home that uses the fuel for heat, from the 2020 Residential Energy Consumption Survey (RECS), state tables CE4.6.EL.ST, CE4.6.NG.ST, CE4.6.FO.ST and CE4.6.LP.ST, space heating (June 2023), the latest EIA survey with state figures. EIA's average covers homes using the fuel as their main or a second source of heat, and its electricity figure leaves out furnace and boiler fans. RECS 2020 measured use in 2020. EIA withholds a state's figure where its sample is too small (fewer than 10 homes in EIA's sample, or a relative standard error above 50%, or no homes in EIA's sample), and the page leaves that state and fuel blank instead of estimating: heating oil in 33 states, propane in 8 (Alaska, Florida, Hawaii, Louisiana, Maryland, New Jersey, Rhode Island and Utah) and natural gas in Hawaii. Hawaii's electricity figure has a relative standard error of 44.03%, the least precise in the list.
- The default fuel for each state is the one the most occupied homes heat with in the Census Bureau's American Community Survey 2024 1-year estimates, table B25040 (House Heating Fuel), the latest release. The 2025 estimates are due on October 29, 2026. Natural gas is the most common fuel in 28 states, electricity in 19 and heating oil in 3. The top two fuels are within two percentage points, or within the survey's margin of error, in Connecticut, Hawaii and North Dakota.
- Download the data at the default settings as a CSV file.
How we calculate
- Electricity is EIA's average residential price for July 2026, the latest month published. Natural gas is EIA's residential price for the latest month published for each state: July 2026 for most, and May 2026 for Connecticut, December 2025 for Florida, May 2026 for Kansas, April 2026 for Louisiana, June 2026 for New Hampshire, May 2026 for Ohio and May 2026 for West Virginia, where later months are not published. Heating oil and propane are EIA's weekly residential prices for the week of October 19, 2026. The price control switches gas and electricity to January 2026; gas uses December 2025 for Florida, December 2025 for Louisiana and December 2025 for New Mexico, the nearest month published. Gas is priced per thousand cubic feet and used in hundreds of cubic feet, so the price per hundred is a tenth of it.
- Summer gas prices are higher per unit than winter ones, because fixed charges are spread over the little gas homes use in summer. Across the 50 states the latest gas price is a median 85% above January 2026's, so gas winters at the latest prices are higher than a winter billed at winter prices would be. At January prices the cheapest state is Hawaii at $168.31 and the most expensive New Hampshire at $3,143.19.
- The receipt adds the sales taxes a home in the state's largest city pays on the fuel: the state sales tax, or the gross receipts tax that takes its place in Arizona, Hawaii and New Mexico, and the county, city and district sales taxes. EIA's electricity price is the utility's revenue per kWh, which includes taxes the utility pays but not sales tax billed to the customer, so sales tax is added. EIA's heating oil and propane prices exclude taxes, so sales tax is added. EIA's gas price is "inclusive of all tax, delivery, commodity, demand and other charges", so the receipt adds no tax to gas and shows it as included. The home claims every exemption open to it, such as a residential or heating certificate.
- A few rules depend on how the home uses the fuel. Minnesota exempts electricity and gas billed from November to April when the fuel is the home's main heat, so a home heating with it pays no tax for the winter. Wisconsin exempts home electricity and gas from November to April and heating oil and propane all year. Maine taxes residential electricity above 750 kWh a month at 5.5%, and the page assumes the home's other use takes up the first 750 kWh, so every heating kWh is taxed. California exempts propane delivered into a tank of 30 gallons or more at a home not served by gas mains, which the page assumes a propane-heated home is. Oklahoma's residential exemption names only gas and electricity, so heating oil and propane pay the general rate.
- The winter's fuel cost is the use times the price, rounded to the cent. Each tax is a percentage of that cost, rounded to the cent, and the receipt adds them. States that tie share a rank.
- EIA's Short-Term Energy Outlook, October 2026: Winter Fuels Outlook 2026-27, table WF01 (October 6, 2026) is quoted for regional context only and is not used in any calculation.
Taxes left off the receipts
The receipts carry sales taxes only. The other taxes and fees found on home energy bills in each state's largest city are listed below and left off. Where the law charges one to the customer, such as a city utility users tax, a real bill there is higher than the receipt. Where it is levied on the utility or seller, such as a gross receipts or franchise tax, it may be passed on as a line on the bill or built into rates, and EIA's electricity price already includes taxes the utility pays.

Secondary sources
Where no current primary document gives an amount, the page uses the best other source and marks it "secondary". A charge that exists is never counted as zero. 17 amounts used on the receipts come from secondary sources: weekly oil and propane prices from a regional or U.S. average where EIA does not survey the state, and local tax rates that could not be read in a current official document.
- Alaska. Heating oil, $6.19 a gallon: EIA does not survey Alaska on its own, so the U.S. average (EIA publishes no weekly price for West Coast (PADD 5)) for the week of October 19, 2026 is used.
- Arizona. Propane, $2.69 a gallon: EIA does not survey Arizona on its own, so the U.S. average (EIA publishes no weekly price for West Coast (PADD 5)) for the week of October 19, 2026 is used.
- California. Propane, $2.69 a gallon: EIA does not survey California on its own, so the U.S. average (EIA publishes no weekly price for West Coast (PADD 5)) for the week of October 19, 2026 is used.
- Illinois. Illinois sales tax, 6.25% on propane. Taxability inferred from absence of an exemption; no IDOR publication on residential propane retrieved.
- Indiana. Indiana sales tax, 7% on propane. DN #12 shows propane remains in the sales tax base for pump sales; taxability of bulk residential delivery inferred from the absence of an exemption.
- Kansas. Sedgwick County sales tax, 1% on electricity. 1% county rate from secondary rate guides (trykintsugi, salestaxhandbook); ksrevenue.gov timed out. The local-tax-applies rule is primary (KDOR propane guide, K.S.A. 12-189a). Sedgwick County sales tax, 1% on propane. County rate from secondary guides.
- Louisiana. New Orleans local sales tax, 5% on electricity. The Orleans Parish ordinance could not be read. Entergy New Orleans's bill guide lists a city sales tax line, and Louisiana's constitution exempts home electricity and gas from the state tax only (Art. VII, Sec. 2.2, in the Department of Revenue's exemption table R-1002).
- Nevada. Propane, $2.69 a gallon: EIA does not survey Nevada on its own, so the U.S. average (EIA publishes no weekly price for West Coast (PADD 5)) for the week of October 19, 2026 is used.
- New Mexico. Propane, $3.03 a gallon: EIA does not survey New Mexico on its own, so the Gulf Coast (PADD 3) average for the week of October 19, 2026 is used.
- North Dakota. Heating oil, $5.91 a gallon: EIA does not survey North Dakota on its own, so the Midwest (PADD 2) average for the week of October 19, 2026 is used.
- Oregon. Propane, $2.69 a gallon: EIA does not survey Oregon on its own, so the U.S. average (EIA publishes no weekly price for West Coast (PADD 5)) for the week of October 19, 2026 is used.
- South Carolina. Propane, $3.66 a gallon: EIA does not survey South Carolina on its own, so the Lower Atlantic (PADD 1C) average for the week of October 19, 2026 is used.
- Utah. Salt Lake City energy sales and use tax, 6% on electricity. Rate is primary (Tax Commission chart https://files.tax.utah.gov/tax/salestax/rate/25q4other.pdf via web.archive.org). The incidence quote comes from search excerpts and a district resolution because le.utah.gov refused connections.
- Washington. Propane, $2.69 a gallon: EIA does not survey Washington on its own, so the U.S. average (EIA publishes no weekly price for West Coast (PADD 5)) for the week of October 19, 2026 is used.
- West Virginia. Propane, $3.66 a gallon: EIA does not survey West Virginia on its own, so the Lower Atlantic (PADD 1C) average for the week of October 19, 2026 is used.
- Wyoming. Propane, $2.34 a gallon: EIA does not survey Wyoming on its own, so the Rocky Mountain (PADD 4) average for the week of October 19, 2026 is used.
