Rental car taxes and fees at the airport
Each row is a $60.00 one-day rental at the city's busiest airport. It counts sales and rental taxes, daily surcharges and the airport's customer facility charge. Fees the rental companies set themselves, such as concession recovery and vehicle licensing fees, are left out, so a real bill will be higher.
City highlights
Where the money goes in six cities, at the default settings
Jacksonville, FL
#1 cheapestJacksonville has no separate federal per diem area, so its lodging rate is GSA's standard $113.00 for the lower 48 states, the lowest in the list. With 13.5% in hotel taxes, $4.73 in meals tax and $10.65 in taxes and fees on the car at JAX, the day comes to $279.24.
Kahului, HI (partly verified)
#50 of 50Kahului is the most expensive day in the list because of the room. The Defense Department's per diem rate for the Isle of Maui is $354.00 a night, and Hawaii's general excise tax and 11% state transient accommodations tax, plus Maui County's own 4.71%, add $66.24. Honolulu pays the same hotel tax rate on a $202.00 room. Hawaii taxes a restaurant bill at 4.71%, the lowest rate in the list after Portland, which has no tax on meals.
San Francisco, CA
Most taxes and feesSan Francisco's day carries $88.58 in taxes and fees, the most in the list. Most of the gap is the car. SFO's rental car center sits in unincorporated San Mateo County, and a one-day rental there pays sales tax, the state's tourism assessment, a $10.00 customer facility charge and an $18.00 AirTrain fee, $35.73 on a $60.00 rental.
Kansas City, MO (partly verified)
Highest hotel tax shareA downtown Kansas City hotel inside the streetcar's taxing district charges sales tax, the city's 7.5% convention and tourism tax, and a $3.00 nightly arena fee that is itself taxed. On the $139.00 government rate that comes to 20.01% of the room, the highest share in the list.
Minneapolis, MN (partly verified)
Highest meals taxDowntown Minneapolis adds a 3% restaurant tax to a combined sales tax of 9.03%, so a $63.00 day of meals pays $7.58 in tax, the most in the list. Its airport car rental pays the state's rental tax and rental fee on top of sales tax, plus a daily facility charge that is itself taxed.
New York, NY
Flat fees per nightNew York City adds two flat charges to every room night at $40.00 or more, the city's $2.00 room charge and the state's $1.50 unit fee, on top of 14.75% in sales and hotel taxes. Atlanta, Newark, Nashville, Kansas City, and San Jose also charge a flat amount per night. JFK has no customer facility charge, but New York's two special taxes on passenger car rentals add 12% to sales tax.
Frequently asked questions
What is the cheapest US city for a business trip?
At the defaults, Jacksonville, FL is the cheapest of the 50 cities, at $279.24 for one hotel night, a day of meals with tip, and a one-day car rental. Hebron, KY (partly verified) ($279.86) and Dulles, VA ($286.32) follow. The three also have the three lowest lodging rates in the list.
What is the most expensive US city for a business trip?
Kahului, HI (partly verified) is the most expensive at $573.64, $294.40 more than Jacksonville, FL. San Francisco, CA ($495.10) and New York, NY ($491.35) come next.
Which city charges the most in taxes and fees on a business trip?
San Francisco, CA, with $88.58 on one day of hotel, meals and car. Kahului, HI (partly verified) ($84.04) and Seattle, WA (partly verified) ($69.89) are next. The lowest is Hebron, KY (partly verified) at $25.26.
Does the GSA lodging rate include hotel taxes?
No. GSA's per diem FAQ says "Lodging taxes are not included in the CONUS per diem rate." This page adds each city's hotel taxes on top of the rate. GSA's meals and incidental expenses rate is different, since GSA says it includes taxes and tips. This page uses GSA's breakfast, lunch and dinner amounts as the food bill and adds the tax and tip on top, so its meal totals run higher than a federal traveler's allowance.
Why do rental cars cost so much more at airports?
A one-day rental at an airport pays the state and local sales or rental taxes, often a separate rental car tax for a stadium, convention center or transit system, and the airport's customer facility charge, which pays for the rental car center. In this list the government taxes and fees on a $60.00 day range from $5.84 at STL to $35.73 at SFO. Rental companies add their own fees on top, such as concession recovery fees, which this page leaves out.
Which cities on the list do not tax restaurant meals?
Portland, OR (partly verified) is the only city in the list with no tax on a restaurant bill, because Oregon has no sales tax. The lowest rate elsewhere is 4.71%, in Honolulu, HI (partly verified) and Kahului, HI (partly verified).
Our Methodology
Cities and sources
- The cities come from the FAA's CY 2025 Enplanements at All Commercial Service Airports (by Rank) (updated September 24, 2026). Starting from the busiest airport, each airport's city is taken as the FAA lists it, airports in Puerto Rico and other territories are skipped, and a city is counted once. That gives the 50 cities in the list, from Atlanta (ATL) to Kahului (OGG). Some names are the airport's own town rather than the city it serves, such as Dulles, Glen Burnie, Kenner and Hebron. The FAA's file gives SFO's city as "San Francisco International Airport", which this page shows as San Francisco.
- Every tax, fee and rate comes from a primary source: the GSA, the Defense Travel Management Office, the FAA, state and local revenue departments and codes, tourism district documents, and airports' rates and charges documents. Each one is linked in the three tax tables above, and all were checked on October 21, 2026. Secondary sources were used only to find a primary source or as a cross-check, never as the source of a number.
- Download the data at the default settings as a CSV file.
How we calculate
- The room rate is the city's General Services Administration FY 2027 Per Diem Rates lodging rate, averaged over its 12 monthly rates from October 2026 to September 2027. GSA sets rates for the lower 48 states and DC only, so Honolulu and Kahului use the Defense Travel Management Office's non-foreign area rates (Honolulu (same rate as Isle Of Oahu) $202.00 and Isle Of Maui $354.00). Neither rate includes lodging taxes. The taxes are every tax, district assessment and per-night fee on one night at a downtown hotel of 200 or more rooms, or a hotel in the community where the place has no downtown. Where a district levies its assessment on the hotel and lets the hotel decide whether to pass it on, it is counted as passed on.
- Every city gets the same food bill of $63.00, GSA's breakfast ($16), lunch ($19) and dinner ($28) amounts at the standard $68 rate, which is the rate less its $5 for incidentals. GSA's FY 2027 highlights say the rate tiers did not change for FY 2027. The taxes are those a full-service downtown restaurant licensed to sell alcohol charges on a food-only bill, outside any hotel. Miami-Dade's 1% food and beverage tax applies only to restaurants with more than $400,000 in yearly sales, and the page assumes a downtown Miami restaurant is one of them. The tip is 20% of the food before tax.
- The car is a one-day rental at the city's busiest airport for $60.00 before tax in every city. It counts every government tax and fee on the rental at the airport's location: sales and rental taxes, daily surcharges and assessments, and the airport's customer facility charge. It leaves out fees the rental companies set themselves, such as concession recovery, vehicle licensing and energy fees. A percentage tax is applied to the customer facility charge only where the state's rules say so. JFK and John Wayne (SNA) have no customer facility charge in their airport documents, and STL has no on-airport rental center, so St. Louis uses a company lot in the City of Berkeley. Nevada lets a rental company pay sales tax when it buys the car instead of charging it to renters; the page assumes the Las Vegas airport companies charge it to renters.
- Each tax is rounded to the cent as a bill would print it, and the totals add the rounded lines. Taxes and fees are the hotel, meals and car taxes and fees together, without the tip. The table ranks every city twice, by the day's total and by taxes and fees alone. Cities that tie share a rank.
Partly verified cities
17 of the 50 cities are partly verified. Their totals use only the amounts a primary source confirmed, so where an amount is missing the total is low by that amount.
- Atlanta, GA. College Park's 1% municipal option sales tax and its 3% rental car excise tax at the airport's rental car center could not be confirmed, so the car total leaves both out. Georgia Senate Bill 522 would add a $5 daily rental car fee from July 1, 2026; no record shows it became law, so it is left out.
- Chicago, IL. O'Hare's $8 daily customer facility charge comes from the airport's 2024 financial statements. No 2026 airport document confirms it.
- Miami, FL. No Miami-Dade Aviation Department document states Miami International's current customer facility charge, so the car total leaves it out.
- Seattle, WA. SEA's $8 daily customer facility charge is the rate the Port of Seattle planned for 2026. No Port document confirms it took effect.
- Newark, NJ. No Port Authority document states Newark Liberty's current customer facility charge, so the car total leaves it out.
- Minneapolis, MN. MSP's $5.90 daily rental auto facility charge is the 2025 rate. The airports commission may reset it each January, and no 2026 figure was found.
- Detroit, MI. The rate of the Visit Detroit room assessment could not be confirmed from a state or bureau source, so the hotel total leaves it out.
- Nashville, TN. Metro's current return form shows a $2.50 nightly fee, but whether Metro still collects the last 50 cents of it after May 21, 2026 could not be confirmed.
- Honolulu, HI. The $4.50 daily customer facility charge at Hawaii's airports comes from a 2017 state transportation department notice. No current state document confirms it.
- Portland, OR. PDX's $6 daily customer facility charge comes from a December 2023 Port of Portland filing. No 2026 document confirms it.
- Sacramento, CA. The airport board approved a $12 daily customer facility charge at SMF for July 1, 2026, but no airport document confirms it started. The rate before it was $9.
- Kenner, LA. MSY's $7.95 daily customer facility charge comes from the airport's 2024 audit. Later rate resolutions could not be read.
- Kansas City, MO. Kansas City's ordinances raise KCI's daily transportation facility charge without stating the current amount, so the car total leaves it out.
- Santa Ana, CA. The rate of the renewed Santa Ana Tourism Marketing District could not be read from city records, so the hotel total leaves it out.
- Hebron, KY. The Kenton County Airport Board's documents confirm a daily customer facility charge at CVG but do not state it, so the car total leaves it out.
- Ontario, CA. Ontario International's 2026-27 rates notice could not be read, so the car total leaves out its customer facility charge.
- Kahului, HI. The $4.50 daily customer facility charge at Hawaii's airports comes from a 2017 state transportation department notice. No current state document confirms it.
