New resident fees and taxes by state
Fees and taxes a new resident pays at registration because the car comes from another state, and taxes set by the car's value, age or weight, for a car worth $25,000 with an original MSRP of $25,845. Each state's rule on use tax for a car owned over a year is listed with its source, and taxes the city or county bills later, not at registration, are named but left off the receipts.
| State and largest city | New resident fees and taxes | Charges and rules |
|---|---|---|
| Alabama Huntsville | $217.50 |
No use tax on a car a new resident brings in [126] Madison County collects vehicle sales tax when a resident buys from an individual or an out-of-state dealer; nothing in its or ALDOR's new-resident steps charges tax on a car the owner already registered elsewhere (statutory cite not confirmed). Not charged at registration: Local fees added by the licensing official (ALDOR says local fees may be added; no Madison County schedule was found, so none is on the receipt) [2]. |
| Alaska Anchorage | $110.00 |
No sales or use tax [128] Alaska has no state sales or use tax and Anchorage levies no sales tax, so nothing is due on a car a new resident brings in. Not charged at registration: DMV in-person renewal fee ($10) (charged on in-person renewals, not on a first registration) [4]; Lien recording on title ($15) (only when a lien is recorded) [4]. |
| Arizona Phoenix | $220.48 |
No use tax on a car a new resident brings in [129] Arizona exempts from use tax property brought in by someone who was a nonresident when buying it and first used it outside Arizona. A.R.S. 42-5159(A)(6). Not charged at registration: Public safety fee ($32) (repealed after June 30, 2021) [130]; Emissions test ($16.15 OBD test in Phoenix) and $0.25 air quality compliance fee (not due in the fifth registration year after first purchase; due from the sixth) [131]. |
| Arkansas Little Rock | $0.00 | No new resident fee or value-based tax at registration. No use tax on a car a new resident brings in [133] DFA's new-resident checklist asks only for the title (or out-of-state registration) and odometer statement, and charges no sales or use tax on a car already registered elsewhere (statutory cite not confirmed). Not charged at registration: Pulaski County personal property tax (the car is assessed with the county assessor and the tax is billed the following year; a new resident owes no prior Arkansas tax at registration) [133]; Lien filing fee ($0.50) (only when a lien is recorded) [7]. |
| California Los Angeles | $167.01 |
No use tax on a car a new resident brings in [134] California presumes use tax only on a vehicle bought out of state and brought in within 12 months of purchase, so a car owned over a year before the move is not taxed. Cal. Rev. & Tax. Code 6248. Not charged at registration: Smog abatement fee ($20) (paid at renewal instead of a smog check by newer California cars; an out-of-state car takes the check instead) [8]; Use tax (10.25% in Los Angeles County) (not due on a car bought more than 12 months before it entered California) [9]. |
| Colorado Denver | $98.86 |
No use tax on a car a new resident brings in [136] No state or state-administered local use tax applies to a vehicle acquired outside Colorado and brought in when the owner becomes a resident. | Delaware Wilmington | $1,300.00 |
Charged on a car the owner already had [140] Delaware has no sales or use tax, but its document fee (on the receipt) is charged on a new resident's car unless tax was paid to the old state within 90 days before registering, so tax paid at purchase over a year ago earns no credit. 30 Del. C. 3002(a)(4). Not charged at registration: Title with lien ($55) (only when a lien is recorded) [16]. |
| Florida Jacksonville | $225.00 |

| Georgia Atlanta | $750.00 |

| Hawaii Honolulu | $306.25 |

HRS 238-1 (definition of use, paragraph 5). Not charged at registration: Hawaii safety inspection fee (required (two visits to an inspection station) but the capped fee in HAR 19-133.2 could not be read: the August 2026 rule is a scanned PDF and no other official page states the amount) [145]; Out-of-state permit ($5) (only for owners who keep out-of-state plates for a time instead of registering; not part of registering) [20]; Credit/debit card service fee (2.35%) (optional payment-method fee; cash or check avoids it) [21]. |
| Idaho Boise | $0.00 | No new resident fee or value-based tax at registration. KRS 138.450(14), 138.460(6)(a). Vehicle inspections by state
Safety, emissions and VIN inspections a car from another state must pass in the largest city, at the fee the state or city publishes. 32 states require one, and four of them charge nothing for it.
| State and largest city | Inspections | What is required |
|---|---|---|

| Alaska Anchorage | $0.00 | None required [4] Alaska has no safety inspection and Anchorage no longer runs an emissions program, so no inspection fee applies. |
| Arizona Phoenix | $0.00 | None required [216] Phoenix (Area A) requires emissions tests, but new vehicles are exempt before the sixth registration year after first purchase, so a 2022 car bought new in 2022 is not tested in November 2026; the Level I VIN inspection for out-of-state cars has no fee. |
| Arkansas Little Rock | $0.00 | None required [133] Arkansas has no safety or emissions inspection for passenger cars. |
| California Los Angeles | $52.50 | Required [217] Any 1976 or newer gasoline car previously registered out of state needs a smog certification before it is registered in Los Angeles; the newer-vehicle exemption does not apply to nonresident vehicles. A DMV employee does the VIN verification at no charge.

|
| Idaho Boise | $0.00 | Required [227] A DMV employee checks the VIN at the counter when the out-of-state car is first titled; no separate fee is published. Whether Ada County still requires an emissions test could not be confirmed. |
| Illinois Chicago | $0.00 | None required [148] Nothing at registration. Chicago is in the emissions area: a 2022 gasoline car is first tested in its fourth year (even model years test in even years), when the Illinois EPA mails a notice; the test is free. |

|
| Oregon Portland | $34.00 | Required [244] Portland-area cars must pass a DEQ emissions test to register; a 2022 model year is outside the four-newest-model-year exemption in 2026, and new-to-Oregon cars cannot use DEQ Too.
|

State highlights
What registering the default car costs in six states
Arkansas
Cheapest stateA new resident of Little Rock pays $38.00 to title and register the car, made up of the title fee of $10.00, registration fee (passenger car by weight) of $25.00, validation decal fee of $2.50 and postage of $0.50. Arkansas charges no tax at registration on a car already registered elsewhere and has no inspection.
Delaware
Most expensive stateDelaware has no sales tax, but its motor vehicle document fee comes to $1,300.00 on a car worth $25,000. The law waives it only when the owner paid sales tax to the other state within 90 days before registering, so a car owned over a year pays it in full. The total is $1,375.00.
Mississippi
Tax collected with the tagIn Jackson, the county collects $962.33 of ad valorem tax for the car's first year before it issues the tag, after the legislative tag credit. It is most of the $1,000.33 total, which ranks #49 of 50.
Georgia
A one-time tax for new residentsGeorgia charges new residents its title ad valorem tax at 3% of the car's value instead of annual property tax, $750.00 on this car. With the title, registration and emissions test the bill is $813.00.
Florida
A fee for cars new to the stateFlorida adds a $225.00 initial registration fee for a car that has never been registered in the state, on top of the title, plate and registration fees. Jacksonville has no inspection, and the total is $384.85.
Washington
A transit tax on the car's valueSeattle sits in the Sound Transit district, which charges a motor vehicle excise tax on a depreciated MSRP each year. On this car it is $210.38, part of a $568.38 first registration that also carries a $75 fee for a car coming from another state.

Frequently asked questions
What is the cheapest state to register a car after moving?
For the default car, Arkansas is the cheapest at $38.00, then Kentucky at $45.00 and Missouri at $59.75. None of the three charges a tax at registration based on the car's value.
What is the most expensive state to register a car after moving?
Delaware is the most expensive at $1,375.00, followed by Mississippi at $1,000.33 and Georgia at $813.00. In each, a tax or fee set by the car's value makes up most of the bill.
Do I pay sales tax again when I move my car to a new state?
Usually not for a car owned over a year. Nine states charge use tax but credit sales tax paid to the old state, and the page assumes the credit covers it. Delaware, Louisiana and North Carolina charge a tax or fee on the car's value regardless, which is on the receipts. The rest exempt a car a new resident brings in.
Which states charge new residents a special fee?
Delaware, Florida, Georgia, Louisiana, Maryland, North Carolina, South Carolina, Texas and Washington charge a fee or tax because the car comes from another state, such as Florida's initial registration fee, Georgia's 3% title ad valorem tax and Texas's new resident tax.
Do I need an inspection to register my car in a new state?
32 states require a safety, emissions or VIN inspection for this car in their largest city. The new resident pays for it in 28 of them, and four (Delaware, Idaho, Indiana and New Jersey) charge nothing. Alabama, Alaska, Arizona, Arkansas, Florida, Illinois, Iowa, Michigan, Minnesota, Mississippi, Montana, New Hampshire, North Dakota, South Carolina, South Dakota, Tennessee, Washington and Wisconsin require none.
Which state charges the most tax at registration?
Delaware charges $1,300.00 in new resident fees and taxes on the default car, 95% of its total. Taxes based on the car's value, age or weight are charged at registration in 22 states.
Our Methodology
The car and the move
- The car is a 2022 midsize gasoline sedan weighing 3,500 pounds and worth $25,000, owned outright for over a year and titled and registered in the owner's name in another state, where sales tax was paid when it was bought. Taxes set by MSRP use an original MSRP of $25,845, the starting price of a 2022 Toyota Camry LE, a midsize sedan. Taxes set by value use the car's $25,000 value where the state's own valuation guide is not published. The controls change the value, MSRP, model year and weight.
- The owner moves to each state's largest city and registers there on November 1, 2026, so county and city charges are those of that city. The registration is the state's shortest standard term with standard plates, paid in person or by mail without optional donations, specialty plates or lien fees. Where a first registration runs to the owner's birthday or a staggered month, a full term is shown.
- Download the data at the default settings as a CSV file.
How we calculate
- A charge is on the receipt only where the law charges it to the customer at title or registration: title, registration and plate fees, fees and taxes for a car from another state, taxes set by the car's value, age or weight that the state, county or city collects before it issues the registration, and inspections the car must pass, at their published fees. Taxes billed later by the city or county, such as Boston's motor vehicle excise or Virginia Beach's personal property tax, are named in the table but left off.
- Use tax is on the receipt only where the state charges it on a car owned over a year. Where a state charges use tax less a credit for sales tax paid to the old state, the page assumes the old state's tax at least equals the new state's, so nothing is due. Delaware's document fee, North Carolina's highway use tax and Louisiana's new resident road use tax are charged regardless and are on the receipts.
- Each charge is worked out from the law's own formula for this car, rounded to the cent, and the receipt adds them. A formula that comes to nothing for the car, such as an emissions test a newer car is not yet due for, is left off. States that tie share a rank.
Secondary sources
Where no current primary document gives an amount, the page uses the best other source and marks it "secondary". A charge that exists is never counted as zero. 25 amounts come from secondary sources, and so does the default MSRP. Toyota's own 2022 price list could not be read (its newsroom refuses plain requests), so the starting MSRP of a 2022 Camry LE, a midsize sedan, comes from Cars.com.
- Alaska. Anchorage motor vehicle registration tax (MVRT), $110.00. The DMV 2026 tax chart was not reachable (dmv.alaska.gov answers 403), so the amount applies the 2024 chart's Anchorage age schedule to 2026, assuming the schedule is unchanged.
- California. Smog check inspection and certificate, $52.50. Each station sets its own smog check price and no official price list exists, so the figure is the midpoint of a smog-industry site's $45 to $60 urban range including the $8.25 certificate.
- Colorado. Registration base fee (by weight), $9.00. leg.colorado.gov refused plain fetches, so the statute was read on colorado.public.law, a private reproduction of the C.R.S.
- Indiana. Marion County vehicle excise surtax, $19.50. The county ordinance and the BMV's county rate list could not be read; the 10% with $7.50 minimum comes from a campaign tax calculator and matches news reports of a $7.50 minimum and a $20 average.
- Kansas. Sedgwick County facility fee, $5.00. Sedgwick County's site refused connections; the $5 amount comes from the search-engine summary of the county's fees page, within the statute's $5 cap.
- Louisiana. Motor vehicle safety inspection (brake tag), $10.00. The statute (legis.la.gov) and State Police pages could not be read; $10 for a one-year sticker is the long-standing statutory price, not confirmed in a 2026 source.
- Maryland. Safety inspection, $90.00. Maryland sets no inspection price; the only state figure is the 2022 fiscal note range of $80 to $100, so its midpoint stands in.
- Mississippi. Ad valorem tax (Hinds County, City of Jackson, Jackson schools), $962.33. DOR assesses by an unpublished VIN-based schedule and publishes no credit rate, so the regulation's fallback of 30% of current value is used, and the 6.5% legislative tag credit comes from a tax calculator site; DOR confirms the credit exists and resets it each year.
- Nevada. DMV technology fee, $1.00. Read on a statute mirror (nevada.public.law) because the Legislature site blocked fetches; one $1 fee is assumed for the combined title and registration.
- New Mexico. Air Care emissions test, $30.00. Stations set their own prices; the city publishes only a typical figure ("usually about $30 plus tax"), and gross receipts tax is not included.
- North Carolina. Vehicle property tax, Mecklenburg County (49.27 cents per $100), $123.18. The county page blocks direct fetches; the 49.27-cent FY2027 rate was read from search-engine excerpts of it and matching news reports. Vehicle property tax, City of Charlotte (29.30 cents per $100), $73.25. The city release states only the 1.89-cent increase; the 27.41-cent base comes from secondary reports, so 29.30 cents is derived, not quoted. City of Charlotte vehicle fee, $30.00. Read from a search-engine excerpt of the Mecklenburg County tax office page, which blocks direct fetches.
- Ohio. Registration (state tax and additional fee), $36.00. BMV and LSC sites refuse connections from this environment; the $16 additional fee is from search excerpts of the LSC analysis and the $36 total from a secondary guide. Deputy registrar service fee, $8.00. BMV fee page could not be fetched; amount from secondary guides and news reports of HB 96. Permissive license taxes (Franklin County and Columbus), $25.00. No current official per-district rate was readable; $25 adds the county's 2018 $5 levy (commissioners' minutes) to the $20 Columbus total the Dispatch reported in 2018, and other guides show $20 or $30.
- Pennsylvania. Safety and emissions inspection (Philadelphia), $70.00. Pennsylvania does not set inspection prices ("fees set by competition"); $70 is a published example for a combined safety and emissions inspection at a metro station, from a low-quality guide.
- Rhode Island. Certificate of title, $53.50. The RI DMV site blocks direct fetches (403); the amount was read from search-engine excerpts of the DMV page. Registration fee (2 years, by weight), $60.00. The RI DMV site blocks direct fetches (403); the amount was read from search-engine excerpts of the DMV page. Technology surcharge (registration), $3.50. The RI DMV site blocks direct fetches (403); the amount was read from search-engine excerpts of the DMV page. DOT highway maintenance surcharge, $40.00. The RI DMV site blocks direct fetches (403); the amount was read from search-engine excerpts of the DMV page.
- Utah. Registration fee (passenger vehicle, CPI-adjusted), $58.25. dmv.utah.gov and le.utah.gov refused or blocked fetches; $58.25 is the 2026 inflation-adjusted passenger fee reported from a Utah Legislature 2026 interim committee document, seen only as a search excerpt. License plate fee, $7.50. Utah Code 41-1a-1211 sets the new-plate fee by the 63J-1-504 fee schedule, which could not be read; $7.50 is from a January 2025 Salt Lake City Weekly report (seen only as a search excerpt), and other non-official sites give $4 to $12. Salt Lake County emissions test, $25.00. Salt Lake County sets no fee cap; private stations set the price and $25 is the typical price reported by consumer guides.
- Vermont. State safety and emissions (OBD) inspection, $73.00. Vermont does not cap station prices; $73 is the statewide average routine inspection price including the $8 state sticker, from a Vermont DMV survey reported by Vermont Public in June 2026.
