Moving labor is taxable in a handful of states including CT, NJ, NY, TX, and WV. In most other states, moving labor is exempt from sales tax. Packing materials (boxes, tape, blankets, bubble wrap) are always taxable at the retail rate. Fuel surcharges follow each state's service-tax rules.
